	Zemlya is an isolated city, surrounded by an impassable tundra. The city is protected from the elements by a giant wall, and defended by cybernetically enhanced soldiers that make sure that no-one leaves the city. Many have tried but none survive. Kate is one of these agents, and is recalled from patrolling the tundra to investigate a rebellion within the city originating in an abandoned industrial area. The rebels are treated as capital offenders and summarily executed. When flushing out a small cell she finds that they have recruited a young girl, who Kate refuses to kill.
